EuroSouvenir 0 Euro notes are a French-conceived collector scheme launched around 2015, with Oberthur Fiduciaire handling the print runs from its facilities in Chateaubriand. The notes are technically legal tender under European law — a genuine curiosity that required formal authorization from the European Central Bank — but are sold above face value at tourist sites and never enter cash circulation.
