EuroSouvenir's 0 euro collector notes, introduced in France in 2012 and expanded across Europe thereafter, are printed to genuine European Central Bank technical specifications — same paper, same Oberthur presses, same security thread and hologram strip used on circulating denominations. The face value of zero is precisely what exempts them from ECB monetary regulation while allowing them to be sold as legal curiosities at tourist sites.

The Hannover Neues Rathaus edition appeared during a particularly active year for the souvenir series, when regional German landmarks were being added rapidly. Oberthur Fiduciaire, one of the few security printers licensed to produce euro-format material, handles the entire run from their French facility.
