EuroSouvenir's zero-euro program, launched in 2015 and administered through licensed souvenir distributors across Europe, contracts Oberthur Fiduciaire to produce these collector pieces to genuine banknote specification — same security paper, same intaglio printing, same holographic strip as circulating currency. That deliberate technical authenticity is the whole point: legal tender status is absent, but the production process is not faked.
Hamburg joined the program in 2020, one of dozens of German city and landmark issues that year.
