The 0 Euro souvenir note program was launched in France in 2016, with Oberthur Fiduciaire producing the vast majority of the series under license from the European Central Bank, which permits the format provided the denomination renders the notes legally non-negotiable. Oberthur's involvement matters here — the same facility produces genuine euro banknotes, and the security printing standards applied to these souvenirs are functionally identical, including intaglio printing and embedded security threads.
R. Faille's signature appears as a standing authorization on many issues in the series, not as a note-specific signatory in the traditional central banking sense.
