The 0 Euro souvenir note program was launched in France in 2015 by Richard Faille, who licensed the concept to tourist sites and cultural institutions across Europe. Oberthur Fiduciaire prints these to the same security specifications as genuine euro banknotes — same paper, same UV-reactive elements, same intaglio printing — which is precisely the point. The legal denomination of zero makes them collectibles by definition, exempt from currency law while still carrying the full production cost of real banknotes.
The "GP Italy" designation places this in the motorsport tourism subset, a category that has proven particularly active among collector-tourists at Grand Prix circuits.
