Oberthur Fiduciaire produced this souvenir note as part of the commercially licensed Euro Souvenir program, which launched around 2015 and sells legal-curiosity notes through tourist outlets and regional shops across Europe. They carry no monetary value and are not issued by the European Central Bank — the ECB has explicitly confirmed they hold no legal tender status whatsoever.
Engels was born in Barmen, now part of Wuppertal in western Germany. The 2018 date coincides with the 198th anniversary of his birth, an odd choice — unless the issuer was positioning for a larger 200th-anniversary release in 2020.
