These notes are legal tender in denomination only — the face value is zero, they carry no monetary function, and the ECB's licensing terms prohibit any attempt to pass them as payment instruments. France is one of the most prolific issuers in the series, with hundreds of distinct themes produced for tourist sites, sporting events, and cultural occasions.
