Oberthur Fiduciaire's 0 Euro souvenir program, officially licensed by the European Central Bank, began in earnest around 2015 and quickly became a collector market in its own right. These notes are legal tender in denomination only — the face value is zero, they carry no monetary function, and the ECB's licensing terms prohibit any attempt to pass them as payment instruments. France is one of the most prolific issuers in the series, with hundreds of distinct themes produced for tourist sites, sporting events, and cultural occasions.

The Qatar 2022 tie is worth noting: France reached the final, losing to Argentina on penalties after a dramatic comeback — arguably the most watched match in the tournament's history. A French-printed souvenir note commemorating a French team's runner-up finish has a certain circularity to it.
