The zero-euro souvenir note program, administered by EBM and printed by Oberthur Fiduciaire, launched in France in 2015 and has since produced hundreds of locally themed issues for tourist sites, municipalities, and regional landmarks. They carry no monetary value and are legal novelties rather than legal tender, but they are produced to genuine euro security specifications — Oberthur uses the same paper, UV-reactive inks, and serial numbering conventions applied to circulating issues. Fort-Mahon-Plage is a small seaside resort commune on the Picardy coast, Somme department, better known for its sand yachting beach than any particular historical event.
