Euro Souvenir notes are a licensed collector product issued under the Musée Européen de la Philatélie et de la Fiduciaire framework, which holds an arrangement with the European Central Bank permitting use of the euro format for non-circulating commemoratives. They carry no face value and cannot be tendered as legal currency anywhere in the eurozone. Oberthur Fiduciaire prints them to security-paper standards regardless — the same house responsible for a significant share of actual euro production.

Fátima's inclusion in the series follows strong demand for Portuguese pilgrimage-site editions. The 2017 centenary of the apparitions generated renewed international attention to the site that has likely sustained collector interest since.
