The EuroSouvenir program issues these zero-denomination notes under license from the European Central Bank, which formally authorized the format in 2015 to prevent confusion with legal tender. This particular note commemorates a joint branding between Dinopark Münchehagen in Lower Saxony — one of Germany's larger outdoor dinosaur parks, built on a site where Late Jurassic trackways were first excavated in the 1980s — and Dino Parque Lourinhã in Portugal, a region so rich in Late Jurassic fossil material that several species bear Lourinhã in their taxonomic names.
Oberthur Fiduciaire's involvement keeps the physical production consistent with genuine euro security paper standards, which is precisely the point of the format.
