EuroSouvenir notes are a collector-oriented series issued under a licensing arrangement that permits the use of the Euro Souvenir trademark — these carry no legal tender status anywhere and were never intended for circulation. Oberthur Fiduciaire, one of the principal security printers behind actual Euro banknotes for several central banks, produces them to the same technical standards as genuine currency, which is precisely the point: the paper, intaglio printing, and security features are real even if the denomination is not.
