The zero euro souvenir note program, administered through licensed distributors across Europe, has no legal tender status anywhere — these are sold as collectibles, typically at tourist sites, museums, and cultural attractions. Oberthur Fiduciaire has printed the bulk of the series since it launched around 2015, with individual towns, monuments, and cities commissioning their own designs through approved channels. Athens is among the higher-profile issues, given the volume of international tourism the city draws.
The watermark is the only security feature carried over from genuine euro production, included partly for authenticity theater and partly because Oberthur's substrate already incorporates it.
