The 2CV souvenir note is part of Oberthur Fiduciaire's expanding collector series produced under the EuroSouvenir program, which gained traction across European tourist markets following the ECB's tacit tolerance of zero-denomination commemorative issues designed to look like banknotes without constituting legal tender. Oberthur holds a long-standing position in security printing — the same Rennes facility has produced currency for dozens of sovereign issuers — and the technical quality of these souvenirs reflects that infrastructure, even if the product itself is unambiguously novelty.
