The souvenir euro program — administered by the Union Européenne des Agents Juridiques, which licenses individual sites to sell these notes — uses genuine Eurosystem-specification security paper and the same Oberthur Fiduciaire presses that produce legal tender. The zero denomination is what legally distinguishes them from counterfeiting, and French customs took some convincing of that distinction when the program launched.

Blois's château is one of the higher-volume sites in the French network, which means this particular issue circulates heavily through the tourist trade and used examples are already common.
