The souvenir zero euro note program began in France around 2015 as a private commercial initiative — tourist attractions commission their own designs, Oberthur Fiduciaire prints them to genuine banknote specification, and they sell as collector pieces with no redemption value. The ECB tolerates the arrangement provided the denomination stays at zero. Vaux-le-Vicomte was the first great project of the triumvirate of Le Vau, Le Brun, and Le Nôtre — all three were subsequently poached by Louis XIV to build Versailles, after Fouquet's arrest in 1661 ruined the man who built it.
