The 0 Euro souvenir note program launched in France in 2015, with Oberthur Fiduciaire producing these collector pieces under license from the European Central Bank — which permits the "Euro" name and format provided the denomination renders the note legally non-monetary. Les Baux-de-Provence, a medieval hilltop village in the Alpilles, was among the first wave of French heritage sites to participate. Oberthur's Rennes facility prints these on genuine security cotton substrate, using the same intaglio-capable equipment it applies to actual banknote contracts, which is precisely why the tactile quality surprises most first-time handlers.
