The 0 Euro souvenir program was launched in 2015 by Richard Faille, a French entrepreneur who licensed the concept to tourism offices, museums, and regional authorities across Europe. Oberthur printed these on genuine banknote-grade paper with a holographic strip, meaning they meet most of the technical specifications of circulating currency — they simply carry no legal tender status. The Chamonix-Mont Blanc issue trades on one of France's most internationally recognized Alpine destinations, a town that hosted the first Winter Olympics in 1924.
Collector demand for regional variants drove rapid sell-outs at point-of-sale locations, and secondary market premiums appeared almost immediately after the program launched.
