The zero euro souvenir note program, launched by the European Banknote Memory Project in 2015, operates in a legal grey zone that is actually well-defined: these notes carry no monetary value and are therefore not regulated as currency, yet they are printed to genuine euro security specifications — same substrate, same intaglio printing, same holograms — by licensed security printers. Oberthur Fiduciaire's involvement gives them the same production pedigree as circulating French franc notes once had.

Cerza, the zoological park near Lisieux in Normandy, was among the early adopters of the scheme. Sold at point of entry, these notes function entirely as retail collectibles. The print run for individual venues is not publicly disclosed, but scarcity is managed by issuing dated annual editions rather than limiting quantities.
