Euro Souvenir notes are produced under license from the European Central Bank, which permits the manufacture of zero-denomination collector pieces using genuine banknote paper and security printing. Oberthur Fiduciaire, one of the few printers authorized for this program, applies the same intaglio and offset techniques used on circulating euro notes — the zero denomination is the legal workaround that keeps these outside the ECB's currency monopoly.
Strasbourg's cathedral was the world's tallest building from 1647 until 1874, a fact that still surprises most buyers of this note.
