The Euro Souvenir program launched in 2015 as a licensed novelty scheme — notes are printed to legal European Central Bank specifications by authorized security printers, Oberthur among them, but carry zero face value and no legal tender status anywhere. The cathedral at Quimper, seat of the diocese of Cornouaille, gave this particular issue its regional identity in a program that by 2016 was already producing hundreds of location-specific variants across France and beyond.
Oberthur's involvement lends these pieces genuine security printing credentials — the paper, inks, and production standards match circulating currency. Collectors should note that print runs for individual souvenir subjects vary considerably and are rarely disclosed publicly.
