The Centre des Monuments Nationaux began issuing these zero-denomination souvenir notes around 2016 as a revenue stream for state-managed heritage sites — the Cathédrale d'Amiens, a UNESCO World Heritage Site since 1981 and the largest Gothic cathedral by interior volume in France, being an obvious candidate. Oberthur Fiduciaire prints them to full security-note specification, including the Eurion constellation and UV-reactive inks, which creates the odd situation of a commercially sold collectible being more technically sophisticated than some actual circulating currency.
R. Faille's signature appears as a formality — these are legal curiosities, not tender, but the ECB has never formally prohibited zero-denomination instruments bearing the euro name.
