Euro Souvenir notes are issued under a licensing arrangement that permits officially sanctioned commemorative banknotes denominated at zero euros — a loophole in EU regulations that classifies them as collector items rather than currency, making their production legal without central bank authorization. Oberthur Fiduciaire, one of the few security printers with the credentialing to produce notes indistinguishable from circulating tender, handles the physical manufacturing, which is why these carry a genuine security thread despite having no monetary function.
Bran Castle's association with Dracula is almost entirely a tourism construction — Bram Stoker never visited Romania.
