The 0 Euro souvenir note program was launched in France in 2015 by Richard Faille, who recognized that legal-tender denominations were prohibitively expensive for tourist issuers while demand for collectible banknote-format souvenirs was real and growing. EuroSouvenir coordinates the licensing and distribution network; Oberthur Fiduciaire provides full security printing, including intaglio, UV features, and a genuine EURion constellation — the same counterfeit-deterrence pattern found on circulating euro notes.
The Camino de Santiago edition targets one of Europe's most-walked pilgrimage routes, which draws over 300,000 registered walkers annually to Santiago de Compostela. These notes have no monetary value in any jurisdiction but are legal to produce precisely because zero is not a protected denomination.
