Euro Souvenir notes are a private collector series produced under license from the European Central Bank, which permits the "0 Euro" denomination precisely because it holds no monetary value and therefore sidesteps the legal restrictions on private banknote issuance. Oberthur Fiduciaire prints them to full security-paper specification — watermarks, security thread, UV features — making them technically indistinguishable in construction from circulating euro notes.
The Brest edition targets the Brittany tourist market. Thousands of themed variants have been issued across the series since 2015, each tied to a specific site or municipality that commissions the print run.
