Zero-euro souvenir notes have been produced under license from the European Central Bank since 2015, with Oberthur Fiduciaire holding a near-monopoly on their manufacture. They carry no legal tender status anywhere, are sold directly to tourists and collectors at face price plus markup, and are never redeemable. The model was pioneered in France and has since expanded to hundreds of European cities and landmarks.
The Brescia issue joins a catalog now numbering in the thousands. Genuine watermark security is present — Oberthur applies the same substrate used in circulating euro notes, which is the one detail that gives the format any technical credibility at all.
