The zero euro souvenir note program was launched in France in 2016 by Richard Faille's company EuroSouvenir, exploiting a European Central Bank provision that allows member states to issue legal-tender collector notes at face values including zero — meaning they technically circulate at their printed denomination, which is nothing. Oberthur Fiduciaire, one of the contracted security printers for genuine euro banknotes, prints the series to full ECB security specifications, including the official intaglio printing, embedded security thread, and UV-reactive elements found on circulating currency.
That a legitimate security printer applies genuine banknote-grade production to a commemorative piece with no monetary value is the central oddity of the format.
