Bassins des Lumières is a digital art center installed in a former German submarine base in Bordeaux — the largest such base built during the Occupation, with reinforced concrete pens designed to withstand Allied bombing. Oberthur Fiduciaire prints the entire Eurosouvenirs zero-euro range under license from the UESC, giving these tourist pieces the same security substrate and production discipline applied to genuine currency, which is precisely the point.
The Dalí tie-in is commercially driven; he had no connection to Bordeaux.
