The Bassins de Lumières opened in April 2020 inside a former German submarine base in Bordeaux — one of the largest such bunkers ever built, with walls up to nine meters thick. The €0 souvenir program, administered by the Union Européenne des Souvenirs et Cadeaux, uses genuine Oberthur security printing on banknote-grade paper, which means these pass the feel test convincingly enough that they've occasionally caused confusion at retail counters despite the explicit zero denomination.
