EuroSouvenir notes are issued under a licensing arrangement with the European Central Bank that permits the face value of zero — making them legally unspendable but also outside the scope of counterfeiting law. Oberthur Fiduciaire prints them to the same security specification used for genuine euro banknotes, which is the point: the tactile and visual experience of handling real currency is the product being sold.
Bologna's edition from 2019 is one of hundreds of city-specific releases that flooded the souvenir market that year, diluting the earlier scarcity that had briefly made the format collectible.
