The EuroSouvenir program — administered by the European Association of EuroBanknote Souvenir Retailers — operates under a license from the European Central Bank permitting the production of zero-denomination notes that cannot be mistaken for legal tender. Oberthur Fiduciaire produces the entire series, which means the paper, security features, and print quality are genuine banknote grade despite the notes having no monetary function whatsoever.
