The souvenir zero-euro note market has been running since 2015, when the European Central Bank quietly confirmed it had no objection to privately issued notes denominated at zero — legally valueless, therefore unregulated as currency. Fonderie Saint Luc, a Belgian printing firm, became one of the principal producers for the French tourist trade. Fort Boyard, the nineteenth-century sea fort off the Charente-Maritime coast that spent decades as a ruin before becoming one of French television's most recognizable game show sets, is a reliable seller in this format.
