Béthune, in the Pas-de-Calais, is an old coal town — the surrounding basin was the largest coal-producing region in France until the last pit closed in 1990. The UEVA souvenir zero-euro program has leaned heavily on post-industrial heritage towns across northern France, and Béthune fits that pattern precisely. These notes are legal tender in the technical sense only: Oberthur prints them to full ECB security specifications, including genuine intaglio printing, but no one has ever tried to spend one.
