The zero-euro souvenir note program was launched in France in 2016 by Richard Faille and quickly expanded across European tourist sites. Oberthur Fiduciaire produces them using genuine banknote-grade paper and security features identical in specification to circulating currency — a deliberate choice that makes them legally uncounterfeitable, since a zero-denomination note cannot constitute fraud.

The Berliner Schloss issue is complicated by its subject. The palace was demolished by East German authorities in 1950 and replaced by the Palast der Republik. The reconstruction commemorated here remained unfinished at time of issue.
