EuroSouvenir notes carry no monetary value and are issued purely as collector items, but they are printed to full European Central Bank security specifications by licensed security printers — Oberthur Fiduciaire in this case, the same firm responsible for a significant share of circulating euro production. The zero-denomination format was formally sanctioned by the ECB in 2015, opening the door to an industry that has since produced hundreds of regional and commemorative variants.
This note marks the 250th anniversary of Beethoven's birth in Bonn in December 1770 — the production window spanning 2019–2020 straddles the actual anniversary year.
