EuroSouvenir notes occupy a peculiar niche — legal-tender novelties issued under a framework established by the European Central Bank that permits participating institutions to produce commemorative zero-denomination euro notes. They are printed to genuine banknote specification by licensed security printers, Oberthur Fiduciaire in this case, which gives them the physical character of circulating currency while carrying no monetary function whatsoever.
