The Euro Souvenir program is a private commercial venture, not a central bank issue — these notes carry no legal tender status anywhere. Oberthur Fiduciaire, one of France's serious security printers with a long history of producing circulating currency for sovereign states, handles the physical production, which is why the paper and thread feel more credible than the concept deserves.
Austria's appearance at UEFA Euro 2024 in Germany was their first knockout-stage run in decades, making the timing at least historically grounded. The R. Faille signature is a standard Oberthur authorization, not a monetary official.
