The zero-euro souvenir note format was pioneered in France around 2015–2016, with Oberthur Fiduciaire producing the bulk of early issues for private distributors including Billetissimo and EuroBillet. The Arènes d'Arles — a Roman amphitheatre built around 90 AD and still used for bullfighting — was among the first wave of tourist-site subjects. Oberthur applied genuine euro-series security features to these notes, including the correct paper substrate and UV-reactive elements, which has occasionally caused confusion at border checks despite the unambiguous zero denomination.
