The 0 Euro souvenir note program, administered through licensed partnerships with cultural and tourist sites, has expanded aggressively since its commercial launch around 2015 — Oberthur Fiduciaire prints these under official ECB-approved specifications, which is why they carry legal tender typography despite having no actual monetary function. The UEZS partnership series specifically targets European zoos and wildlife parks as distribution points, Annecy being one of the Alpine tourist draws in that network.
