The zero-euro souvenir note was introduced in France around 2015 as a collectible format using genuine security printing — Oberthur Fiduciaire produces these on the same equipment used for circulating currency, which is precisely the point. They carry legal denomination of zero and cannot function as tender, but they are printed to banknote specification: embedded security thread, watermark, and UV-reactive inks.
Dubček was First Secretary of the Communist Party of Czechoslovakia during the 1968 Prague Spring and survived into the post-communist era long enough to serve in the Federal Assembly. He died in November 1992 from injuries sustained in a car accident on the D1 motorway — weeks before the country he had tried to reform peacefully dissolved into two states.
