Finland's 0 euro souvenir notes are legal tender in name only — the European Central Bank permits their issue but they carry no redemption obligation and are never intended to circulate. This example honors Alexander II, the Russian Tsar whose reign saw Finland gain its own currency, the markka, in 1860, making the choice of subject quietly ironic for a note denominated in euros.
