The zero-euro souvenir note programme, administered by the European Banknote Memory Organisation (EBMO), has produced thousands of city and institution-specific issues since its commercial launch around 2015. These are printed to genuine euro security specifications — including correct paper, microprinting, and UV features — by licensed security printers, Oberthur among the most active. They carry no legal tender status anywhere, by design, and the European Central Bank has consistently tolerated the programme precisely because there is no monetary risk attached to a note denominated at zero.

The Amsterdam 750th anniversary issue marks the city's founding date of 1275, when a dam was built across the Amstel river and the settlement received toll privileges from Count Floris V of Holland.
