Hotel de Wereld in Wageningen is where German forces in the Netherlands signed their capitulation on 5 May 1945 — the act that ended the Hunger Winter occupation and liberated the Dutch population after five years of German control. The hotel has been a site of annual commemoration ever since, and the town of Wageningen holds a ceremonially significant place in Dutch collective memory of the liberation that no other municipality quite replicates.
The zero-euro souvenir format, issued under the Eurosouvenir program using genuine euro security paper and printed by Oberthur, carries legal-tender specifications in everything but denomination — the ECB tolerates the series precisely because no monetary value is assigned.
