The zero-euro souvenir note format was introduced by Richard Faille in France around 2015 and quickly became a vehicle for commemorating subjects with little or no natural connection to the eurozone. This example — marking the 125th anniversary of Zhou Enlai's birth — is an unusual case of French-issued commemorative paper honoring a Chinese statesman, issued through a Francophone cultural association rather than any banking authority. The choice reflects Zhou's well-documented affection for France: he lived in Paris and other French cities between 1920 and 1924, studying and organizing among Chinese student communities there.

Oberthur Fiduciaire printed the piece on genuine banknote paper with embedded security thread, which gives these souvenirs their tactile legitimacy despite carrying no monetary value anywhere.
