La Pobla de Montornès is a small municipality in the Camp de Tarragona, and like hundreds of Catalan and Spanish towns during the Civil War, it issued its own emergency fractional currency in 1937 after the Republican government's chronic inability to supply adequate small change left local commerce effectively paralyzed. The Generalitat eventually attempted to regularize these municipal emissions, but many towns had already been printing on whatever card stock was available for months before any oversight arrived.
Turró catalogs this as #1913 — deep in a list of thousands of such local issues, which underscores just how widespread the phenomenon was.
