Chinese local grain ration coupons of this type were issued under the residual state rationing infrastructure that persisted into the early 1990s, even as market reforms were steadily dismantling it. By 1993, the national grain rationing system was in its final years — Beijing formally abolished urban grain coupons in 1993, making issues from that year transitional artifacts, printed and distributed just as the mechanism they served was being wound down.
Township-level offices like Jingzhou's issued their own denominated coupons independently, which means this piece circulated only within a tightly defined local administrative boundary. Few were preserved.
