China's grain rationing system, in place since the 1950s, was already being wound down by 1991 as market liberalization accelerated — making late-issue stamps like this one transitional artifacts from a collapsing bureaucratic apparatus. Harbin maintained its own municipal rationing infrastructure longer than many southern cities, partly due to its colder climate and the logistical demands of supplying a major northeastern industrial population through harsh winters.
Flour stamps of this fractional denomination were used for day-to-day allocations, not bulk purchases. The Heilongjiang grain bureaus printed their own series independently of national templates, which accounts for significant variation in format across even closely dated issues from the same city.
