Albania in the early 1920s had a severe shortage of small-denomination national currency, and the gap was filled — chaotically — by local municipal and commercial issues. Elbasan's fractional notes were part of this patchwork, issued under emergency provisions as the new Albanian state struggled to establish a functioning central monetary authority. The Franga Argjent itself was a silver-standard unit introduced in 1926, which means these Elbasan notes were denominated in a currency that did not yet officially exist at the time of their earliest issue.
Municipal issues from this period are notoriously fragile; the paper quality was poor and few circulated long enough to survive intact.
