Uruguay's 1975 monetary reform replaced the old Peso at 1,000:1, creating the Nuevo Peso series. Fractional denominations like this one were an awkward transitional necessity — the buying power was negligible almost immediately, and notes of this value were largely swept out of active use within a few years as inflation eroded the new unit nearly as fast as the old one had been abandoned.
The "not overprinted" designation distinguishes this from transitional issues where earlier stock was stamped with new denomination text. This is a purpose-printed note for the Nuevo Peso regime from the outset.
