Rasht, on the Caspian littoral, operated as a commercial hub for Russian-Iranian trade, and its mint periodically produced anonymous copper issues when central Qajar authority over small-denomination coinage relaxed. Album 3257 places this type among the locally sanctioned falus-class pieces that circulated in the bazaars without attribution to a reigning shah — a deliberate ambiguity that insulated provincial issuers from accusations of unauthorized striking.
The 1818 date places this squarely in the reign of Fath Ali Shah, when copper coinage policy was notoriously inconsistent across Iranian provincial mints.
