Völkermarkt, situated on the Drava River in what is now southern Austria, operated a minor regional mint during the late Babenberg and early Habsburg consolidation period — precisely the window this piece falls into. The attribution to an unknown ruler reflects the genuine difficulty of assigning these thin, often poorly preserved bracteate-style pfennigs to specific Carinthian dukes, a problem compounded by the rapid succession of overlapping claims to the duchy between the extinction of the Spanheim line in 1269 and firm Habsburg control.
